So a couple weekends ago I bought a Swiftech H220 so I could get a  more stable OC. My CPU is running at 4.5ghz with 1.3v. Running a benchmark like AIDA 64 it hits 86C is this normal?

Maybe..how long have you been running aida 64 for? Drop the voltage a little bit @4.5Ghz and see if it'll either be stable/throttle <-if that is the case bump it up a little bit.

No. 86 is bad. Lower your overclocking. Also 1.3v. seems bit more for 4.5

How did you do the OC? There are a lot more things involved than simply raising Vcore and changing the multiplier.

Through the BIOs and I was helped by a friend he got it stable don't know what he did other than voltages.

Ok, then you really need to learn how to overclock Haswell or any other CPU for that matter, loads of steps involved. Follow the guide in the member reviews section and you may well find you can get 4.5 GHz stable at 1.25v or less.

Manual voltages yes. 23C bu after my computer has been running for a while my room reaches like 27C. I also can't open a window because it is summer now and its always 25-30C and humid sometimes where I live.

Is there really any benefits for gaming with 4.5Ghz because that is mainly what I do?

I did the same with my CPU. Went to 4.5GHz & in game benchmarks comparing to stock 3.9 turbo I saw 0 difference. Ran benchmarks Tomb Raider, Hitman & some more don't remember. There was no difference in fps. i7 with stock still is very strong CPU.

go thru the guide. many people been walking away with a 4.4-4.5 ghz overclock and uncore at a 1:1 ratio.

overclocking haswell is time consuming if you want the best possible results

 

btw 86C max temp @ 1.3V under a synthetic load is perfectly fine, you wont see those temps in your regular day to day usage.
