Hello,
I recently installed a 3900x on my MSI b450-m pro vdh board and noticed that, when under a full load the chip dropped to like 3.9-4.0 GHz which is almost 600mhz under its turbo speed. The CPU doesn't even hit 82 celsius.
I am not sure if the VRM is overheating or if the chip is throttling since most sources seem to say the VRM on my board is rated for like 105 watts compared to the almost 200 needed when the 3900x is fully turbo-ing or overclocking.
I am tempted to try to actively cool my vrms and print a fan mount, but I would like to know if it is probably the VRM or if something else is at play

The only thing you're guaranteed in fully multi threaded loads is the base clock. So the CPU is actually still boosting well above it. 

 

You're most likely power limited anyways as it could otherwise boost a bit higher until you hit the voltage and temperature threshold.

But your poor VRM may limit the chip further, look at the VRM temps and if clocks drop when they get high (like 90C+)
