The PC will not boot into BIOS, and only displays this message:

 

Reboot and select proper boot device

or insert boot media in selected boot device and press a key

Do you have a storage device with an OS in it?

Judging by the fresh packaging, this is a new build. You need to get an installation media onto either a usb stick that goes onto a storage device, or a storage device with an OS already installed.
