I have a gigabyte  B360M-DS3H motherboard, an i7 9700k and a Asus 1660 ti, 32 gb of ram I want to know if I can upgrade anything , as I don't have money for new computer ATM. I would like to be able to play city skylines 2 for more than 5 min, without the computer complaining. it has windows 11 on it.  The issue is I think the graphics card   is having to work very hard after about 2min. fans ramp up and computer gets quite loud       . City skylines2 is a still poorly  optimized game , and I have all the settings on low and medium. It is not that there is anything wrong with my computer accept that it is old, I bought it in 2019 and I just was asking if there is some sort of upgrade I can do to help, until I can afford to buy a new gaming PC.

What does it complain about?

You could realistically fit a better graphics card without it being a big bottleneck, but I only have this video to go on and it sounded like the problems weren't your computer back then:
