The 4060 because

  • Better raw performance
  • Lower power consumption
  • DLSS frame generation support

Although you might want a 6700/6750XT or 6800 instead if you

  • Want to avoid being stuck with pcie x8 if using a mobo or CPU that only supports pcie gen 3
  • Play at 4k (although this price bracket is nowhere near what you will require for acceptable 4k performance)
  • Want to play at 1440p with very good texture quality
  • Mod your games to require lots of VRAM

12 > 8  right !?

I'd still go with an RTX 4060 in 2024 or save up and spend more. $100 at that price tier goes a long way. So really the answer is the RX 7700 XT.

Even better: RX 6750 XT

Yes… if you have a game that requires more than 8 GB of VRAM, then that will certainly matter (you can generally turn down texture quality to compensate). If not, then the higher performance of the 4060 will win.

Of course ideally you'd want both more VRAM and more performance. As was said above, you can get that with an AMD card, provided you don't have a use case that requires CUDA.
