Can I rebuild around it with modern parts (full rebuild) or just go with a newer motherboard?

The best CPU you can put in that board is a 9900K, and unfortunately LGA 1151v2 CPUs in general cost way more than they're worth on the used market. It's cheaper and faster to buy a new motherboard and AM4 gear than it is to try and use that motherboard.

Try and sell the board, they are still worth something for some reason, it looks like it's going for between $60 and $100 on eBay currently.

What is it that you're trying to achieve (e.g. what is the goal of the upgrade) and what do you have now?

Something like an i5-8400 or i7-8700 are slow by modern standards, but for a gaming PC they're not bad, since practically every game out there is at least playable with these CPUs and you can pair them happily with an 'affordable' card like the RX 6600 and get decent 1080p performance for the next 2-3 years.

Thanks. I’m actually looking to upgrade to something that will last me another 8 to 10 years like this one did. So I’ll probably just get a whole new pc.

^^^

for a budget upgrade theres used 50$ 3600(x)/80$ 5600(x) and used ~50$ b3/450 or new <70$ b450

if you want it to be futureproof then go am5 with a board equivalent or better than the b650m hdv and 6000c32/30 ddr5

coffeelake is only somewhat interesting due to the imc but cometlake still has a better imc than it and then theres cezzane (1:1 ddr4 ~5000)
