I have a i7-13700k on a Z790 Gaming Plus WiFi motherboard, my gpu is a 4080 super, when I go to check my cpu core temp it’s at around 30-60 C but when I play a game it goes at 99 to 100 how do I fix this thermal throttle

Agree with AAVV, also check if the cooler mounting bracket is on tight. Same with screws for the cooler.

I’m starting to think I might have spent a little to little on my cooler it’s a thermalright 360 mm 60 70$

that's a good cooler, one thing I'd do though is an address potential issues with the type of CPU you have, which could also help lower the temps too:

  • Remember any BIOS guides are for reference, each MB has their own bios, not just brand but each model has their own version of bios.

It’s draws 70-105 v

A 360mm AIO should have no problem at all with that level of power. There must be a mounting problem, or something in the cooler has failed, or maybe your cooler had a plastic peel on the bottom and you didn't peel it off.
