This is a brand new build.  The RGB for the computer case fans work, but the fans themselves do not want to work.  Not a single one.  Not even the CPU fan.  GPU fan as well 😓😓

Case - NZXT H7 Elite RGB
Motherboard - MSI MAG B650 Tomahawk WiFi Gaming Motherboard
Processor - AMD Ryzen 5 7600X
Power Supply -  12 M 750W ATX 3.0 Gold Fully Modular 
GPU - PowerColor Hellhound AMD Radeon RX 7700XT 12 GB

CPU Cooler - Thermalright AssassinX120 SE ARGB

The computer does post.  I am able to install Windows, but I do not want to install it yet until I get this odd issue fixed.  And yes, they are all plugged into the system fans.

The CPU fan is plugged into the CPUfan header,
The back case fan is plugged into sysfan2 header
The 3 front fans are daisy chained to the RGB controller that comes with the case.  It has SATA power, connected to the power supply.  And plugged into sysfan1 header

Your GPU has a semi passive mode "fans will start running when the GPU reaches 60℃ and shut down below 50℃".

Go in your Bios and check if CPU fan  and back case fan are correctly set to PWM (instead of DC) and check/modify the rpm behaviour.

About the 3 front fans, I don't know anything about RGB controllers. I'd connect those fans to the mobo too.
