I usually idle at 2ms ping but whenever I try to access any bandwidth (e.g. speed test, downloading a file), the ping spikes up and sometimes even timing out.
 

I am currently using WLAN on freshly clean reinstalled Windows 10. I have already done this tweak by Chris Titus and managed to lessen the effect.

We are missing some information here. What WLAN adapter are you using on your PC? What access point do you have in your house? 

Does this only happen when you are saturating your brandwidth?
Do you have QoS (Quality of Service) enabled on your router?

Driver: Intel Wi-Fi 6E AX210, updated to the latest
Router/Modem: Huawei EchoLife EG8021V5 (stock, provided by the service provider)

I am not quite sure, going through the router settings I cannot seem to find it.

There's likely your problem. It's possible that the SOC on that combobox is getting overwhelmed by the saturated traffic. You could try buying a router w/ wifi and offload that processing so all the modem is doing is NAT. 
Also, it may be overheating which I've run into before and *mostly* solved by strapping a case fan to the device.
