I know hardrives can be a bit slow but to the point where your game runs slower?

Depending on the speed of the hard disk, yes. A standard Desktop hard disk is generally 7200 RPM. But some drives can be slower. Laptop hard disks Ive seen at 4200 RPM. So if it was a 2.5 " hard disk then it could be a slower one. Im surprised Windows runs on it. I recall running Windows 10 on a SSHD and it made me want to gouge out my eyes. I hightly suggest getting an SSD, it will seem like a whole new machine after you do.

SATA SSD's are cheap, I think I got my 2TB crucial drive for like under $100 USD on sale.

I recently upgraded my pc. And i am currently having terrible performance. Roughly 23 fps in rainbow six siege. HDD is always at 100% utilization. I know hardrives can be a bit slow but to the point where your game runs slower?

Sorry for the late reply, I found that this was indeed the problem. Currently I am looking at ssd's and in the meantime I am able to get the full performance of my 5700xt through the use of linux. it seems that the windows bloatware was too much for the dinky little drive. Do you have a cheap ssd that you would recommend. I know some ssd's like the ones from adata have a tendency to fail.
