99% FPS are extremely low.

Hello guys. I need some help. When I play a game the game runs so bad. It stutters and it plays like the FPS is under 30. Based on Nvidia Overlay the FPS are normal. While the 99% FPS are below 20 frames. I have reset the pc. Checked temps. Made sure nothing else is running in the background. Changed on settings to high performance instead of balanced. The thing is that sometimes it’ll get fixed when I reboot the PC or quit the game several times. This just started happening a week ago. I have included screenshots of the overlay.

360mm Corsair AIO
Z790 ASUS motherboard
32GB DDR5 Ram
1200watt PSU

what is the CPU thermals? what exactly is running in the background that could be causing it
