Can a xeon use normal RAM?

I was looking at xeons and I want to know if the E5-2680 V4 can use normal "gaming" ram

If by "normal" you mean non-ECC, then yes, it can.

Non-ECC RAM is compatible with CPUs that support ECC RAM. It also works the other way around, but the ECC won't be used at all when you connect it to a non-ECC supporting CPU.

True for unregistered/unbuffered ECC RAM (UDIMM), but not true for registered/buffered DIMMs (RDIMM). You won't be able to use RDIMMs on consumer platforms.
