I need to start this by saying that the chipset on my motherboard is damaged, so 4 usb ports and the ethernet connection doesn't work (i am using a pci express ethernet card). you decide if this information is of any relevance but it might be needed.
Specs:
Ryzen 5 3600x

RX 5700 XT

Corsair Pro RGB 4000mghz ram running at 3800 with custom timing from the ryzen timing configurator program (i would've done a 4000mhz config but it wouldn't go that high)
MSI B550 Gaming plus motherboard.


Temps are fine

Below i've attached a video which describes my problem and also showcases a weird artefact in the middle of the screen that changes every time i alt+tab out of the game.

any help would be great, thanks in advance.

Lower this to 3600 and see if the issue goes away. When the infinity fabric is clocked too high on Ryzen 3000/5000, it can cause weird performance issues similar to what you're experiencing. Not every R5 3600X will do 1900MHz FCLK, so dropping it down to 1800MHz which every CPU should do should hopefully fix this issue. 

 

Another thing to look into if that doesn't work is if there's some overlay software or something running in the background as that can also give weird stuttering issues on occasion, though those are a bit rare nowadays.

hmm ive also noticed that sometimes the ram would reset to 2666 mhz in the bios after a few reboots, could it indicate that maybe there was an instability with ram speeds causing it to turn off xmp and return to default speeds?

Yeah, that's likely what's going on. Leave the RAM at defaults and see if the stutters go away.
