Build for a friend

Budget (including currency): $1400 is the HIGHEST he wants to spend, but i want to help him spend less

Country: usa

Games, programs or workloads that it will be used for: Fortnite VERY competitively, thats basically the only thing, he wants about 400+fps on  1080p high

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc):

this is what i was thinking, hes fairly convinced that more money=more performance, so trying to save his wallet haha, this is what i came up with

Looks fine to me. Maybe get a 13600kf, since Fortnite is a CPU intensive game and it is a lot better than the 12600kf in performance for only around 60 bucks more. Since he plays competitively, it will be better for him. However, the 12600kf should still give enough FPS. I'm on a 12100f and I can run Fortnite on epic at a decent 60 FPS (not completely stable, but close enough).

7700x + 3080 + 32gb 6000c32

Microcenter 7700x bundle covers the cpu mobo and rams

You get alot more for the extra 123$ spent as this is an all around upgrade where everything gets an upgrade

7700x will destroy a 12600kf in singlecore and since its am5 you just have to drop in a new cpu and maybe tune the rams (capable of either 7600 or 10000+ depending on if you get hynix m or a die) if you wanna upgrade the cpu

You dont need an aio but if its an aesthetic choice then thermalright is definitely the way to go cause dirt cheap aios, besides ryzen 7000 doesnt really benifit that much past a certain point unless you delid and run direct due to the rubbish ihs design (too thick), since i swapped the case for a cheaper larger one you can get the 360 version of the frozen notte

Ssd has been upgraded to a high end tlc dram gen 4 and its now 2tb, btw p3 plus is garbage value wise since its a slow dramless qlc gen4 thats barely any faster than a higher end dramless gen3 and you can get better dram 1tb gen3 for 60$ like the Gammix s7

Used gpu in the form of a 3080 which will obliterate the 4060 that cant even match a 3060ti in performance and definitely wont hit the 400fps target considering the 3080 or 6800xt (equiv to a 4070) beats it by ~70%

If you can only buy new then theres the 4070 super or 7900 gre around 550$ which are alot worse price/performance wise but they are atleast more power efficient and do perform abit better than the 3080/6800xt

5$ extra for a psu with a 10 year warranty instead of a warrantyless 850w with only a 5 year warranty which wont save you if the psu decides to die 2-7 years earlier than expected (id expect 12-17+ years for a higher quality unit)

Microcenter 7700x bundle

Usual caveat for Micro Center deals: Theyre in store only and Micro Center isnt everywhere. Here's mine that are more store ambivalent and all new, although i do agree that at this price range a 6800XT or 6900 non XT would be a cool deal to own.

If he is serious at just Fortnite at 1080p360+, the build below would be what i run. But really we are running a tight budget here and they might have to accept worse frametime and turn on AMD FMF.

12600kf is cheaper and imc is unlocked, should still be ocable with the b760m pg riptide but considering the price of that board id just go straight for am5 with a 7600 and b650m hdv or b650-s wifi, the extra 50$ is worth it for the upgradability and better singlecore imo

And im kinda curious on the ud90 instead of the m482 since the m482 is dram and its straight up faster

thank you, no microcenter cause AZ that would have been the obvious choice so if its cpu based  (did not know that till now) is it enough to justify this?

Too low. I would consider 6700 XT or 7700XT at the minimum. High framerate 1080p is essentially worst of both worlds, you want a fast single core IPC but also a decently fast GPU.
