So now that I have an idea for a water loop lets talk air cooling.  What CPU air cooling solutions have the best air cooling but silent optimized with say corsair SP 120's?  I am thinking water cooling isn't for me yet, investment wise it will be nearly 600 alone...  Also what are the quietest HD 7950's? My vapor X gets VERY loud after 60%.

Specs: Core I7-2600K @ 4.5GHz @ 1.35V, 4x4GB Corsair Vengeance Black 1600MHz CL9, Cooler Master Evo 212, MSI Z77 Mpower Motherboard, Sapphire Radeon HD 7950 Vapor-X @ 1000/1400, Cooler Master HAF 932 Blue Edition w/ 3 Cougar Hydraulic Bearing 120MM fans (2 up top 1 in the bottom) replaced side panel with a window, and rear fan with a Cougar Hydraulic Bearing 140MM, Cooler Master GX 650 80+ Bronze PSU, Samsung DVD-RW, Samsung 840 Pro 128GB SSD, Seagate 750GB SATA III 7200RPM

Get a pre-filled water cooler for your CPU like Corsair Hydro H100/H100i and Corsair Quiet Edition SP 120 fans for it.

For Graphics cards Asus DirecCU II's are usually quietest coolers and temperatures are outstanding.

For 7950 get V2 version of DirectCU II

How hot is the Vapour-X after 60% though ? a lot of cooler like that have huge amount of headroom in case of high ambients/bad airflow and other issues that could crop up.

For CPU cooling unless you go with a Custom loop get a large air cooler, id Recommend the Phanteks TC-14PE, BeQuiet Dark Rock Pro 2, Thermalright Silver Arrow, or NH-D14 to start, there are others but there's usually a reason for you to not be able to use one of the cooler mentioned above if that occurs.

I would go with the Swifttech H220 and the HIS IceQ X2 and the MSI Twin Frozr III cards are pretty quiet imo.

Silver Arrow is boss.  The big Scythe coolers are also high quality units, IF they still sell them in your country.  If you really want a quiet system, you can always buy a unit that has a quality heatsink and swap in some quieter fans.  A lot of coolers are actually alright at  being heatsinks, but they get saddled with either noisy or ineffective fans.
