CPU Temps were fine months ago, but are now constantly 70+ even when idle, and throttling when under load.

this is true. but the thermal runaway takes care of some of that on the highend

It becomes irrelevant because the cooler can't even handle the lower temps properly...

I've been using computers since around 1978, started learning programming in 1980 on Apple IIs, started learning about hardware in 1990, ran a BBS from 1990-95, built my first Windows PC around 2000, taught myself malware removal starting in 2005 (also learned on Bleeping Computer), learned web dev starting in 2017, and I think I can fill a thimble with all that knowledge. 馃槈 I'm not an expert, which is why I keep investigating the answers that others give to try and improve my knowledge, so feel free to double-check the advice I give.

If a cooler isn't designed for a CPU, it'll have trouble handling the normal, task- based heat, so not only will thermal runaway be even harder to control, it'll happen at lower temps. Does that help?

ah ye true. we see that the TR phantom spirit deals with AMDs best/hottest in a very good way.聽聽
giving much creds to what free is saying.聽

but i dont think "not designed for" is explaining why it falls behind hard on intels 253w. (in this vid)

we are dealing with 200w in this case. and 200 is where air coolers can do the job聽

first part (with vid proof) or the case for OP?聽 (this air cooler should deal with 200w)聽

You're switching between general and specific. I'm tired of that tactic.聽
