RAM get the cheapest 6000 CL30 ram you can find e.g. ADATA XPG Lancer Blade 32 GB (2 x 16 GB) DDR5-6000 CL30 Memory (AX5U6000C3016G-DTLABWH) - PCPartPicker

for fans I like the P28 Lian li for the very good airflow, but they're not quiet, or as cheap as the P12 5 pack. You choose, I'd get the Lian Li P28 3 pack for $56 but the P12 5 pack is also a good choice

you wouldn't see the ram rgb anyway with the thermaright PA120SE. I'd say keep the Pa120Se and get some low profile ram such as Ripjaws S5 or the one I linked above

microcenter 7700x bundle takes care of the mobo cpu and rams

 

you are only looking at a 50$ saving on the 7800xt so might aswell get the 7900 gre or if you really wanna save the money buy a used 6800xt for ~300$ since it performs the same as a 7800xt then you can get a 7800x3d bundle instead for an extra 100$ and a toughpower gf1 850w psu with a 10 year warranty whilst being about 60$ underbudget, could also go for a used 6900xt or 6950xt though performance diff isnt that big so depends on price
