GPU FULL SPEED NO DISPLAY

My pc turns on but gpu is at full speed. The gpu works I've tested with another pc. The pc boots with the igpu but the gpu fans go at full speed and no display. What could the issue be, I've tried reseating and taking out cmos but both didn't work. Maximum i can get is that it turns on quietly for half a second and then stops and turns on full speed.

What are the full system specs? Exact makes and models please.
