Which software can generate frames to convert a 24fps video to 60fps and make it smooth like 60fps?

Topaz Video AI is solid for this, but it's expensive and there is some distortion in the output video.

I have some old 24fps videos which I'm trying to make them 60fps if possible. Please advise.
