Activity lights on ethernet port of USB-C hub stay active when not connected to laptop

I have a USB-C hub for my mac, which is connected to power, a HDMI display and an ethernet cable. For some reason when i unplug my laptop, the activity lights on the ethernet port keep flashing as long as the hub i connected to power, is this behaviour expected?

Also, my home internet has been acting up lately, and i have noticed that it only seems to happen when i leave the hub connected to power. Could it be that the hub is causing my home ethernet to fail?
The hub is from Sitecom.
