PC wont boot past motherboard logo

Hey guys so my pc windows 11 is getting frozen on the motherboard logo screen with the little dots in a circle when I try to boot it up, although this is a normal issue I have tried all of the normal solutions and not had anything work. I have not added any new hardware to my pc in the last year. the last thing I did was replace the motherboard December 2022 because one of my ram channels was bad but it has been working fine since.  It does boot to the bios and I can do some things from there but I cannot get it to load an operating system.

Hardware in my pc:
MSI b550 mobo

ryzen 7 5700g

16gb gskill ram

650w power supply

3070

500gb m.2 with windows

1tb hhd additional storage

List of things I have tried:

1. turn it off and back on

2. check bios to make sure all hardware is reporting (it is)

3. restore factory defaults on bios

4.remove cmos battery

5. replace cmos battery

6. remove each stick of ram leaving only 1 8gb stick in the pc

7. removed gpu attempting to boot on integrated

8. created  hirens recovery cd (usb) to try to boot from

9. removed each storage device attempting to boot from usb only

10. hold shift to try to force recovery mode

every time its the same result. it just freezes even on the usb it still froze. I am loosing my mind here trying to figure out what is causing this. I feel like after all the tests I have done it has to be either the motherboard or cpu but it seems so strange that I can get in to the bios just fine. Any ideas would be awesome!

Probably just a corrupted windows install, not super uncommon unfortunately.

You will probably have to reinstall the os, just copy all your data off the drive (place it in another computer and use file explorer or boot to a ubuntu image and copy it to an external hdd or something) then you can just follow one of the numerous windows fresh install guides...

I have tried that and even tried making a bootable usb and tried booting with no hard drives installed and nothing. Steps number 8/9

If you hold shift while the PC is trying to boot to windows, are you able to get to the recovery menu?

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 10 and Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

How many watts do I needATX 3.0 & PCIe 5.0 spec, PSU misconceptions, protections explainedgroup reg is bad

I can try that when I get off but I am going to assume no, as I stated above with both hard drives uninstalled and a bootable flash drive only it still would not boot so I dont think it is anything to do with windows or my SSD

the last picture was on the way into the troubleshooting menu... or did it crash before it got that far?

if you get in there i would try to uninstall last feature update for windows. i've seen it cause issues when ppl havn't changed their system for a long period.

turning the system off during boot 3 times should get you in there too.

So it gets to that screen and the dots under just freeze and it locks up same as every other time i try to boot

that's more like a disk error, or a failing disk.. if you can't get into troubleshooting

How do you explain that I can't boot from a verified working Bootable version of hirens boot cd with no drives connected then

well single disk not loading would be disk failure.

have you tried disconnecting all other drives and just load from the hirens USB?

You are currently using CSM mode based off of the first picture.  Try UEFI mode.
