Is there a "go-to" budget microphone in 2024 for talking to people within games?

My budget is £40 or so.

Do you want one that goes on your headphones, or one that goes on your desk?

A desk one 👍🏻

The Razer Seiren Mini is £45, which is definitely on the maximum-end of my budget but it is certainly still an option.

I bought a Blue Snowball iCE for gaming a couple years back and I've been very satisfied with it. It looks to be around the maximum end of your budget.

As a note to this, if you don't mind going with a warehouse deal you can get an as new in black for under £40 on Amazon.
