Monitor black screen after power outage

My home had a power outage earlier today, and when I came home and turned on my PC one of the monitors is just a black screen. The power LED is blue like it's on, but the screen displays nothing and none of the buttons on the monitor respond. Tried unplugging and plugging it back in, the light just turns back on but the black screen remains. Unplugging the display cable also has no effect, but when I plug it in Windows detects a 2nd monitor and displays the correct model info in my display settings.

 

Monitor is an Acer S231HL

 

Is my monitor fried?
