Power options high performance question

do i need highest watt power supply to enable high performance plan? Because i heard i need highest watt power supply. I'm using my Dell optiplex 5080 mini tower and 260 watt power supply

Changing power plans does not change anything in terms of maximum wattage used by the PC. It will only affect average power consumption, because it'll always run at high clocks, even when it isn't needed. Just stick to Balanced.
