4060 Ti vs 4070 vs something else?

To start off, I'm in the UK and will be using UK pricing. The GPU will be paired with a Ryzen 7 7700X, and I'll list the prices I've found for each one new below. I am open to buying used, but I don't know where or how to vet a used graphics card. My use case would be gaming, programming and 3D rendering in Blender. 

 

4070 - £539.99

4060 Ti - £389, but I also have a 6% discount on this website so about £366

 

Would you guys say the performance gains are enough to justify the price increase, and are there any other cards you would suggest I look at? The 4070 is at my maximum budget for a GPU, so please try to recommend things that are either the same/similar or lower in price. Are AMD graphics cards worth considering with my use case? They're a bit cheaper but I've read that Nvidia cards are better for non-gaming tasks. If you would recommend buying used, I'd appreciate advice on where and how to do that relatively safely.

If you do go for the 4060Ti ( I would make sure it has 16gb) 

I think the 4070 is over priced.
