Game and video stuttering

About a month ago my pc started having stuttering issues when loading YT videos and in games. It's seemingly random. I'll get a hard fps drop down to 5fps or so for a few seconds then it will go back to normal. I've made 0 hardware changes. Running at 1440p in game full screen. 1080p plus on YT videos. 

 

3080 TI Fe

5900x Ryzen

32 gb g skill 3600mt/s cls 16

Windows 11 23H2 build 22631.3007

Nuclear option. Update BIOS, fresh Windows, fresh drivers. If you've made no hardware changes and you believe there is nothing wrong there, you can just do Windows.
