Did you make the USB bootable through a software like Rufus? If it doesn't show up in the Boot Options list, try toggling between Legacy/CSM and UEFI, or turn them both on.

Turn out I had bad silicon in the CPU was bad

I just installed a new CPU cooler today and after I booted my cpu is running at .55 ghz

Install HWinfo and check the CPU temps. Are they fine? If not, did you make sure to apply thermal paste AND peel the plastic sticker off the bottom of the CPU cooler?

30c at ideal and I have removed the sticker and apply thermal paste

When you run a stress test or a game, does the clockspeed go up?

English is not my first language, so please excuse any confusion or misunderstandings on my end.

I like to edit my posts a lot.

Set cpu ratio to 47

Set vcore to 1.35v

llc set to disabled

This way youll still have a usable system while you try troubleshooting whatevers going on

Id also try turning pbo on to see if that fixes things properly rather than doing a static allcore

His advice is incorrect. Just try resetting BIOS settings to defaults and booting Windows in Safe Mode, and see if that fixes anything. Then, try booting Windows normally just to make sure that it isn't something with Windows being awful.

I have done what you have said and unfortunately it did not work

Try downloading Hiren's Boot CD PE, then creating a bootable flash drive. Boot into the flash drive (HBCD doesn't touch your drives; it exists solely in RAM) and see if the clockspeed is normal there. If it is, then Windows 11 is the culprit.

Can not get it to work USB not showing in bios

LLC? If so where

Ai tweaker menu

Digi+ vrm submenu

If it droops too much you can set a middling llc setting and thatll also be fine

This will get your system into a usable state but you wont be able to get those high 4.9-5.1 singlecore boosts due to being a static allcore so not ideal

Also vcore is the vddcr cpu voltage setting

id also try enabling pbo to see if thatll bring it back to a normal state
