Abnormal PC Startup

I still use the same GPU, power supply and M.2. When I power the machine on however it does something I don't really understand. First the CPU and Ram Debug lights come on, then they switch off in order of RAM then CPU. After that the GPU debug comes on and when it turns off the PC starts the real start up process and switches on. I have already re-seated every component probably twice now and the same thing keeps happening. Bios is also up to date and I just downloaded and installed all the latest drivers for my components. It does make the PC start up take longer than what I am used to from pressing the button. It runs just fine when it's on and has no issues so I don't know why this is happening.
MY components list is:

MSI B650-SRyzen 5 7500f
Wraith stealth cooler
NZXT 750C power supply
RX 6500 XT 4GB Graphics card
Samsung Evo 980 1Tb M.2 NVMe
There is a fast startup setting in the BIOS. Not to be confused with Windows fast startup.
