Laptop issue.

So i recently got a laptop(ASUS Vivobook 15 F512DA) from a relative to use for university and when i power it on the fans run at full speed instantly and after it boots and the uptime reaches around 30 seconds the CPU speed locks to 0.40Ghz when the base is 2.10GHz. I looked at MyAsus that came with the laptop and the temp was locked at 98 degrees Celsius but when i downloaded Hardware monitor the temps were reading at around 30 degrees Celsius at all times. I also opened up the laptop and saw no visible damage and the fans were not dirty. I also updated all drivers and the bios and still have the same issue. Any help or assistance would be greatly appreciated.
