high cpu usage

just got a fancy new rig at work. it rocks out with a pentium 4 at 3.40 jiggahertz, with 4gb of memory. its a pretty sweet rig, I know. i dont consider it a problem but I had a conundrum. this thing idles at about 1-5% cpu usage. however, to do anything, such as opening a new tab, the cpu usage jumps to 100%. it doesnt stay there, it jumps to 100% and then back to 0% when finished in all of about 1 second and the machine is still quite fast for running on a HDD. my question is, was this rectified in later versions of windows, post XP, were opening a tab would raise the cpu to only about 20%, cause tba opening a tab isnt hard on anything?

A 3.4GHz Pentium 4 has as much processing power as a 900MHz Core 2 Duo, so yeah

so what your saying is opening a new tab is like rendering a 4k image?
