Its a normal start-up system, hardware, etc test and verify. All pcs and other electronics do this. For example, do you have electronic or analog speedometer in your car? do you see the need go all the way over then back? same thing.

The problem is that they stay at 100% regardless of what i do on my pc,even if it's on idle. I need to manually enable the "Auto" setting for fans in MSI AfterBurner,i tried uninstalling it,thinking that afterburner is the issue,but it did the same thing,only then i couldnt enable the auto option.

After that click on the "OK".

Now that should fix your issues with your cooling for your video card.
