Hello... I was looking over your list and there were some things that I had to change and some that I added but I still have it under your budget. This PC will get a little hot but not to worry... I have included one of the best Airflow Cases you can get and I also added 6 extra ARGB Fans (3 for the top of the Case, 2 for the top of the PSU Shroud, and 1 for the Rear) and a Fan Hub/Controller to help Cool the PC down. It will be whisper quiet if you hear anything at all and you will never have to worry about heat ever again. Please let me know what you think.

The Lancool 216 has three stock fans installed, front intake rear exhaust. There is no reason to alter that configuration.

 

The tower cooler should be installed with the outer fan facing the case front. It intakes air which is moved through the tower and exhausted towards the rear case fan.

In the Montech Air 903 MAX, this Case comes with 4x 140mm Fans. 3 of them are ARGB Fans in the Front (the "A" stands for Adjustable)and 1 standard Non-RGB Fan in the Rear. I also added 6 more 120mm Fans. The rest of the Fans should be oriented as follows:

 

1. 3 in the inside Top of the Case to Exhaust Air Out

 

2. 2 right on top of the PSU (Power Supply) Shroud so that you Pull Air in from the Bottom

 

3. 1 to replace the Fan at the Rear of the Case to again Exhaust Air out.

 

There should be Arrows on the Fans to show which way the Air goes through the Fans, if not then usually the side with the Sticker Logo is the side that Air gets pulled in.
