I will be using this PC for video editing/processing, music production, 3D modeling, making ang recoding videos, light gaming. I might use photo editing software. I will be running multiple big programs simultaneously.

I have this list and want the OS to be under the budget, do I need to pay for the Microsoft download or can I go to the download website myself for free?

yeah but you can also just download it for free from microsoft and leave it unactivated which IS something that is disclosed in plenty of lmg content.

what's the difference between activated and inactivated, and if I go to the microsoft download website, will I have the normal windows 11 on other computers?

The 7800X3D isn't the cpu that you want for your intended purposes (google the reviews) and that CL40 RAM will be a bottleneck. btw knowing your resolution would be a big help. Nvidia is due to release three new gpu's next month. Look at the reviews of the RTX 4070 Ti Super 16GB. You can use the onboard graphics that come with this cpu until then.

I'm saying that cpu is subpar for productivity programs such as the ones you'll be using. It's a great cpu for gaming but that's where it ends. btw what is your resolution?
