i believe r9 270 is a mid range card, so i wouldn't think it'll be able to handle heavy graphics load setting (since issues are on high settings) , if you're having the issue right after you updated? , then your best possible option is to revert back to the last driver version that was good for you (usually newer drivers are guarenteed buggy for certain games or overall in general), or Bring down the settings to medium high or medium low ,

I have the newest drivers etc. Currently been playing a lot of Just Cause 2 multiplayer mod. Getting about 20-35 fps on high settings at 1080p. Bioshock infinite has a bit of stuttering too.

Just cause multiplayer is very demanding, I normally only get around 30-40 with my 7950.

If you ask me your real problem is not you GPU. it is the very bad coding of the game and the fact that games that have a lot of psychics happening on screen at the same time tend to be very CPU heavy. I would say that your CPU is your main problem.

I just upgraded my hd 7770 to an asus dc2 r9 270. I have an fx 8120, 8gb of ram and asrock 970 extreme 4 holding it all together. But for some reason I'm getting crappy fps. 

Have you updated you UEFI/BIOS to the latest version? Sometimes a UEFI upgrade is needed.
