Can I make a .iso of jow Windows 11 is now & it be installable with out any other software?

If you mean "installation with no bloatware", then Windows 11 is not the option for you. So much bloatware is outright baked into the OS itself that it's far easier to go for a different version of Windows, such as Windows 10 Enterprise LTSC.

i mean make a .iso of how it is now & be able to pop the DVD in a drive or plug a USB flash drive with it on to boot off then install it.

No rufus is for creating installation media. Not backup an existing os install to an iso

 

This process is called creating a system image. Windows does have this feature built-in but third parties probably handle this in better ways. This article showcases a few of them

I have Aeomi.  Can one of the other do a .iso that will just install with out using another peice of softwar?

Install Macrium Reflect Free https://www.macrium.com/reflectfree

It will allow you to create a complete backup of your pc to an external drive.

 

You will be able to create a rescue media (botha  dvd or a usb drive) and use it to restore your backup in case of necessity.

The backup will contain all your files, software, settings and so on...
