hey i was playing some beamng earlier and i noticed i had like 40fps with 40% utilization of my gpu on normal graphics and i was wondering if it was because of the bottleneck of my rtx 3070 and ryzen 7 2700x or just that my pc sucks 

and if its bottleneck what could i do to not have this issue anymore

no, not a bottleneck, something different is going on. check if beamng is running fulscreen mode

Don't look at overal usage, look at per core usage.

 

BeamNG uses one thread per car, so you can be CPU limited even if all other cores are idle.

That core is almost fully used, so likely the limiting factor.

 

You can try turning down the simulation in BeamNG, if there's a setting for that, or get a CPU with faster single core performance

like i was looking for maby a ryzen 7 5700x or 5800x would that be good?

They should provide a nice bump in single core performance, though the 5800X3D would likely trump both in that regard

yeah but isn't the 5800x3d like 200cad more is it that much better that i should pay more than the 5700x or 5800x that are like 200-250cad

From my experience with 5800X3D, it is worth EVERY.SINGLE.CENT. Even at its original MSRP of $449 (US), it was still an amazing value. There is a reason why it still holds that high of a price, when everything from its generation is already half the price or less - it is really just that good for gaming. If you are on AM4 platform and you are doing 1080p or 1440p gaming, it is THE CPU to go for.

ok and do you think the stock amd cooler will do the job or should i upgrade it?

The more you can cool it, the better. The Wraith Prism (the ARGB box cooler for AMD) i had initially from my 2700X was capable of holding the CPU at about 67-69°C during gaming with occasional spikes up to 75°C in some heavy games. Haven't tried the Wraith Spire (the clean black one), but i think it will also be able to hold it below its treshhold of 90°C. But if i was you, just in case i would get something like the Peerless Assassin 120 SE, which isn't that expensive, but is amongst the top all-time top performing air coolers.
