I would spend the bit of extra money on a larger cooler regardless, the Intel stock cooler is fine but it has problems with sustained boost loads. It’s also pretty loud. You can get a thermalright peerless assassin for under $40 and it’s a dual tower cooler that will keep it silent.

H770 is not one we see every day, I can’t really comment on it, if the price is right and you want that feature set, the board seems fine.

I would compare the 4070 to the rx 7800 xt, it’s extra video memory, which you may want unless you’re playing in mostly 1080p or 1440p. If you want the nvidia specific features go with the 4070, otherwise the 7800 xt just performs slightly better and handles higher resolution better with 16gb of vram.

Alternatively if you’re trying to save money, get a decent variant of the rtx 3080 used, it will cost less than the 4070 and perform better.
