What cooler, what ambient temps, what case, what fan setup, etc.? There's a lot of information needed that you need to include to get a good answer. 

 

Also CAM isn't known to be the most reliable temperature monitoring software. With Ryzen chips you really should be using HWInfo64 or ideally Ryzen Master for monitoring temps, most other software has some weird issues with how they report temps and frequency.

Im using Corsair h100x rgb elite and nzxt h700i case, radiator is mounted on top with 2 fans and 1 exaust fan and 3 intake fans on the front of case, and by ambient temps u mean like when im not doing anything? its like same 37-50 its changes a lot even when im not doing anyhting. Im thinking i have to change stuff in bios because the core ratios are jumping from 4ghz to 5ghz all the time...

Room temps are lower than 30c and yes i was installing cod but even when im not doing anything it spikes between 30 and 50 celsius...

The temp inside the room your in. Some people have it at a brisk 18C, while if you're in a heat wave or just really like it warm it might be something like 30C in your room. Because coolers can only keep CPUs at a delta above ambient, if your room is 10C hotter than someone else, your CPU will be 10C hotter.

That's expected behavior. The Ryzen boost algorithm is very boost-y, and will boost to max speed at the first sign that you're trying to do something. If there's a background task going off or you move the mouse, it goes to max boost to try and make the system feel more responsive. 40C is about what they idle at because of that (assuming an average ~21C ambient temp), so your temps seem pretty in line.

well it must be doing something, if it spikes to 50C, if Task Manager doesn't show anything borrowing CPU power for few seconds then I don't know what could be causing this

These CPU's are typically hotter on avg than their non3D counterparts... right?

I remember all posts from most forums saying X3D chips are hotter than typical Ryzen non3D CPU's... idle/load temps.

And as stated above, they are Boosty and with even minimal activity (Installing COD I see on your screen) it's going to up voltage at boost clocks and your temps will reflect that even with minimal usage. It's just a hotter than avg CPU due to the 3D stack on top of the die.

Unless I'm mistaken.

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

For the 5800X, yeah across the board it was warmer. For the 7800X though, it actually ends up a fair bit cooler than the non-3D counterparts due to it's pretty sizable voltage and power limitations, at least under load. Idle temps are usually about the same between the two though, at least not noticeably different.
