GTX 1070 causing system wide stutter

Had this issue for ages and finally bothered to remove GPU and use onboard and it resolved the issue. 

 

Symptoms:

-On desktop, mouse intermittently pauses. Media playing DOES NOT pause/stiffer and is unaffected.

-if in a game, game will micro pause, still very playable if not competitive game.

-Prob does it 60-70% of the time. 

 

I did benchmarks and stress test, DDU and new windows install. Tests all passed within spec and no overheating.

Issue continued with platform change keeping only GPU and storage drives

 

Anyone know of there's a possible fix, or is it just time to upgrade?
