Im not sure if this is the place to ask but are second hand parts worth buying  and where would be the best place to buy . Thanks

Use parts (especially GPUs) can be a great option but it depends on your budget, where your buying and the use case. We are gonna need a bit more detail.

Common build advice:

1) Buy the cheapest (well reviewed) motherboard that has the features you need. Paying more typically only gets you features you won’t use. 2) only get as much RAM as you need, getting more won’t (typically) make your PC faster. 3) While I recommend getting an NVMe drive, you don’t need to splurge for an expensive drive with DRam cache, DRamless drives are fine for gamers. 4) paying for looks is fine, just don’t break the bank. 5) Tower coolers are usually good enough, unless you go top tier Intel or plan on OCing. 6) OCing is a dead meme, you probably shouldn’t bother. 7) "Bottlenecks" rarely matter and "Future-proofing" is a myth. 8) AIOs don't noticeably improve performance past 240mm and don't improve at all past 360mm. 9) RTFM.

Some used parts are good deals, some are not.  Depends case by case.

Here in Canada, I use facebook marketplace and I get good deals locally from time to time.  I know the market and the going prices (locally and online)

I have also purchased a bunch on ebay. Same condition, you need to he able to figure what is a good deal and what is not. Ebay/paypal have really good buyers protection If you are willing to risk the shipping cost, they will generally take care of you.

If I am unsure about a buyer, I sometimes send them a question about the item and see how long they take to respond and get an idea of kind seller I am dealing with to see if it's my time.

Depending on how much you can save.  I would do drives with anything important, and RAM is so cheap there’s usually no savings to be had.  I’ve had great luck with returning ‘dead’ PSUs for manufacture RMA (EVGA 1000PQ, Corsair HX850, SeaSonic focus PX 850) but I wouldn’t expect to get as lucky as I have.

Usually things that cost too much to ship won’t have good savings overall, but some big stuff on facebook marketplace and craigslist can be a slam dunk.  I got a new 4000D for $20 from some army brat who wanted a bigger cases (!?).

but yeah, GPUs are always worth it, all of mine have been used.  Some times older platform CPU, MoBo, RAM combos can be had for well below the price of a new equivalent on eBay.  Hell, for a lot of people, buying an entire system used is THE BEST deal for lower budget systems, as most games still rum VERY well on 6th get intel / 10th gen nvidia systems, but PC nerds will dump those systems (and even newer ones) just to upgrade to the shiny new thing.

I edit the shit out of my posts.  Refresh before you respond.

Depends on your local used market and how much you can save

Generally stuff like ssds and coolers wont have any savings so theyre not worth buying though ofc some exceptions when it comes to coolers

stuff like rams varies from a decent amount of savings to basically no savings, though if you buy used rams you are generally buying used oem for cherry picking ram ics and their config (usually 2rx8 is preffered) and same goes for used bdie bins like 3200c14, usually to cherry pick and tune rams for abit of extra performance so the savings part is more of a bonus here, though this is just for ppl that wanna get some extra performance with relative ease or oc nuts like me that want to clock the hell out of the rams just for fun, if you are a normie and dont wanna do even a lazy tune (literally copy paste someones profile for your specific ic) you are better off with a generic 3200c16 or 3600c18 bin

Gpus are almost always gonna yeild savings so absolutely worth it, id rather a used 3090 for ~600$ instead of a vramless 4070ti for 750$ (that will change with the 16gb 4070ti super though)

the same thing goes for cases and psus so you can cut tons of cash by buying a used case for 10$ and cut psu spending in half or get a straight up better psu for the same price as a garbage lowend new psu, usually 750/850w golds like the rm(x) or equivalent go for around 40-60$ and you may also get lucky and find higher wattage units for cheap

For cpus and mobos it depends

usually you can get some savings with used cpus, most notably used 3600 for 50-60$ and used 5600(x) for 80-100$ instead of buying a new 5500 for ~90$ and a new 5600(x) for ~130$ which is a complete ripoff

Same thing for mobos, instead of buying a new lower end b550 for ~100$ you can buy a used midranger b3/450 like the pro4/steel legend, a pro/tomahawk, aorus elite, strix f, etc.

Usually youll see more savings with older platforms or platforms like am4 since you can use older boards that have depreciated a ton in price

When you look on intel though theres basically no savings going for a used 12600k(f) as long as theyre still around 150$, though if they go back to ~200$ youll still save abit of cash used

Same thing for mobos when the z690 pg4 is 100$ with the pg riptide 125$ and the pg velocita at 158$ when looking at new pricing

As for risk its mostly in the gpu and mobo as the gpu is pretty high value (buncha scammers) and the mobo is pretty much the part thats most prone to failiure in a pc, but i havent really had much issue with this aside from that one time with a trade for an msi h55 and x3440 where that pos board decided to no post when i shut it off in bios, but thats just a partcularly bad linup of boards from msi over 10 years ago (nowadays they make good boards)
