$1100ish PC for gaming and programming

If it were me, I'd rather have a 7800 XT. Unless there's a specific reason why you need CUDA for your programming, the 7800 XT will be a lot better in the long term, even if it involves spending $50 more. Same goes for the 6800 XT.

 

Otherwise if CUDA is required, then it would be a better option than a RTX 4060ti, but I'd argue you'd be better off getting an RTX 4070 12GB. Either way, it falls into a specific price category at $450 that doesn't have good competition, so unless you absolutely can't spend potentially $100 more, its not worth it for the long haul. 

Budget (including currency): 

Country: $1,200 but preferably closer to $1,100

Games, programs or workloads that it will be used for: Forza Horizon, Starfield, other AAA games, programming in Godot and unreal

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): I only have a 1080p monitor right now but I plan  on upgrading to 1440p in the future. In my list below I have the price for what a used 3080 roughly goes for.

Looks good to me, only point to argue being the GPU choice. A $450 RTX 3080 10GB is better than the other Nvidia options at that price point, but a new RTX 4070 12GB isn't far off. 7800 XT or 6800 XT (on sale) being right there as well. Used RTX 3090 being far better than the 3080 with its VRAM, if not far off in price.

Thanks for the explanation, I’ll probably go with the 7800xt even though it is $50 more.

I'd swap to a different better motherboard and I've changed to a cheaper case. That one will look huge with a smaller board. $2 over gives us 7800XT. 7800XT has a significant lead over 3080 in Starfiedl: https://pcpartpicker.com/list/Yd6yqR
