My company (Casino) purchased a Uray UHE265-1L HDMI to Cat6 H.265 encoder for capturing video from cashier computers and running into our surveillance network. What codec should I use for capturing video from an i5-9400 igpu?

The way you're phrasing the question doesn't make sense... "Codec" is the file format that the video is transmitted/stored in. You already have a device doing the encoding (into H.265), it's just a matter of storing it. Something like ff-mpeg can be configured to store RTSP/RTMP streams.

Sorry I'm still a noob and learning the backside surveillance stuff, as well as networking. So the igpu wont have any impact then? I was able to mock it up and watch a youtube video from another network on our workstation via VLC for an hour with no problems aside from a 2.5 second lag.

Isn't that irrelevant though? The Uray box is taking the raw hdmi signal and doing the encoding, isn't it?
