However the 6700XT has great raster and more VRAM than the 3070

can it be 600w or do I have to get a stronger one?

Also for 3070 or 6700XT, a quality 600W would be fine.

Is this one of your hypothetical builds you seem to have never ending amount of? None of the components you listed match what you got.
