What are these different things that you've tried? Besides reseating ram and cmos battery?

 

Is this the first boot? What I would normally try on this is to only use one ram sticks after flashing cmos. Trying testing each ram on each slot. If still not working, I would check the CPU. You might have overtightened the crews on the cpu block, which might have bend some pins, or the cpu is not seated correctly and the pins for ram isn't touching. Which causes the ram led error instead of the cpu.

Other things to check are: bios update, if the motherboard has the feature to flash bios without cpu and if you have an usb and way to download the bios from another computer. Another thing is check if cmos battery is dead. Normally cpu led light turns on when this happens, but might as well try. If the motherboard is old stock, even if it's brand new, cmos might be dead.

Lastly, you might also need another mobo or ram or cpu. If all parts are brand new and it's not working even after checking the cpu mounting/pins. It might be an issue with a dead memory channel, which could be either cpu or motherboard(can only be RMAed).

Your CPU is not listed. by the way.

A DRAM light is often caused by the CPU being defective or incorrectly inserted in the socket. Take time to make sure that no pins are bent or missing and reseat carefully the CPU as per the instructions.

Checking your BIOS version is also a good idea.
