what are your thoughts on this cpu cooler for an i7 4790 non k at stock bios settings? cooler master says the cooler has a 100 watt tdp and the cpu is an 85 watt tdp this system will be for gaming?

if it mattters my case is small and thin so im limited to coolers under 145mm tall  https://www.coolermaster.com/catalog/coolers/cpu-air-coolers/hyper-h412r/#specifications

Having owned a 4790K for several years, if you're planning on running it at stock, that's fine. If you intend to overclock, a 92mm fan is not going to get it done.

I enjoy buying junk and sinking more money than it's worth into it to make it less junk.

Maybe consider a downdraft cooler instead since your airflow is all from the side? Or take one or both optical drives out and replace them with mesh 5.25" replacement panels for instant (if somewhat ugly) front-panel airflow.
