Old school RTS game name?

So I'm trying to remember the name of an RTS I had played on console years ago

 

Set in the modern world (not the future)

 

With tanks artillery infantry and some air units.

 

Bases had to be in set locations usually in strong defensive positions on top of a hill etc.

 

One of the sides had a unit that was like a news crew and how it was going effected how many resources you got.

 

The cut scenes where funny and not at all serious.

 

Can anyone think what the game might be...?

If you figure it out and where to get it, please post. It sounds awesome. 

Do you remember roughly when you played it? Like late 90s, mid 2000s ect? 

mITX is awesome! I regret nothing (apart from when picking parts or have to do maintainance *cough*cough*)

Apart from height not being relevant and neither party having a news team ingame
