GPU utilisation is not a useful metric without knowing the actual FPS its achieving and what that game usually tops-out at.

 

Plus as mentioned, if you have v-sync enabled then it will top out at whatever refresh rate your monitor is running at.

I'm not surprised that a game with recommended specs of an i3 4150 and a GT 730 isn't taxing your GPU. Have you tried any more demanding games?

you seem to be fundamentally misunderstanding how pcs work, if you play something that's not demanding your hardware will barely see any utilization, it's simply not needed so it won't be used much.
