VRM slightly angeled

If by "slightly angled" you mean off by a couple of degrees, it should be within manufacturing tolerances. Also, if it's the last VRM in the row, those are sometimes intentionally angled to line up with the traces.

Warranties work even if the product leaves the box.  Infact they are in effect when the product is tried out to see if it works or not

 

Try the thing.

That's not technically a VRM, it's a choke, but it looks to me like it could go either way. It may be within tolerances and still work, or it may be defective. The only way to know for sure is to try it out.

 

As mentioned, you won't lose warranty if you purchased the product and it was immediately defective. You should even be able to do a basic store return or exchange at that point, assuming this hasn't been sitting around for more than a month after purchase.

i dont have a power supply or cpu since this is my first pc build and im buying all the parts right now

OP clean that shit up the cables are like spaghetti junction.... you are losing about 16.666666669% of your performance from thermal throttling due to the insane level of air impedence.
