Honestly... I would look at used workstations or desktops from somewhere like this https://www.bargainhardware.co.uk/

 

You are not going to be able to build a PC with that budget

Sorry to say, that budget is too tight for an entire PC's worth of new parts.

 

You can get something like an HP Z440 workstation and a GTX 1080 in your budget, if you shop used on eBay.

I like bargain hardware because they offer a year's warranty on all their stuff and the prices are decent, bought from them a few times and never had a problem

A used z440 workstation with an e5 1650/1660 v3 (prefferably the latter) and overclock via throttlestop to ~4ghz

 

Used is the only option at such a low budget
