I tried Plex today and was wondering if changing video quality is a prem member option or if its a issue with anyone else because i can't find it anywhere or do i need to make a plex server to do 1080p

If you want to for example reduce the quality of 4k source media to 1080p while you are streaming that is a paid feature. Other than that I cant make heads or tails of what else you meant by your post.

sorry about that not very good at explaining. the movies I watched seem like they're running at 720p and can't find the setting to change it to 1080p

If source media is 720p then you cant upscale it to 1080p.
